My snake plant leaf is yellowing at the base — is it dying?

Almost certainly overwatered. Stop watering for 3 weeks. If the yellowing is mushy at the soil line, unpot and check for rot.

Can I keep this in my bathroom with no window?

Possibly, but it will grow very slowly. A windowless bathroom with fluorescent lighting is the absolute minimum — the plant will survive but not thrive.

Why is mine growing so slowly?

Snake plants are naturally slow growers. Expect 2–3 new leaves per year, not per month. That's normal and healthy.
